What did the single bench previously observe?
The high court had issued a ruling cancelling 2015-16 Group-2 results, and said that the selection list issued in October 2019 was invalid.
At that time, the court had observed that the commission had re-evaluated answer sheets that involved disputes like scratching, rewriting, and using whitener, violating technical committee recommendations.
It concluded that the commission failed to set aside the answer sheets when it was clear that they had been tampered with.
The single-bench determined at the time that the TGSPC did not have the authority to bypass expert committee guidelines. It stated that the results were illegal and unilateral and ordered re-evaluation and selection list in eight weeks.
