The film opens with Kabir (Hrithik Roshan), a former RAW agent turned mercenary. He is operating under the shadow of the global terror group Kali. His lethal precision and swordplay have earned him the chilling tag of “the man who doesn’t miss.” Yet behind the façade lies a hidden agenda. He is on a secret mission to dismantle Kali from within.
Events take a darker turn when Wing Commander Kavya Luthra (Kiara Advani) is honoured for a heroic mission. Her father, Colonel Karan Luthra (Ashutosh Rana), falls victim to a trap set by Kali. This forces Kabir to execute an unthinkable order. Soon after, the new War Chief (Anil Kapoor) recruits Vikram (Jr NTR), who is a fearless but unpredictable operative, to take the fight to the enemy.
Kabir reveals his covert mission to Vikram, who calls him “partner.” But betrayal strikes when Vikram massacres a minister’s family and is exposed as a mole for Kali. In a dramatic mid-air clash, Vikram pushes Kabir out of a plane. This triggers a flashback to their shared childhood. Known then as Kabbu and Raghu, the pair had been inseparable until fate and a military selection programme by Colonel Luthra himself split them apart.
The final act of War 2 sees Kabir and Vikram, now enemies bound by history, collide in brutal combat. Meanwhile, Kavya and Vikrant (played by Anil Kapoor) race to foil an assassination plot against the Prime Minister. In the climax, Kabir defeats Vikram in the icy cave, and the latter reveals that he hid a bomb on the plane.
While the PM is saved, Kabir is framed for the attack, and Vikram is hailed as a fallen hero. The audience is led to believe he has perished. Until a twist reveals he’s alive. Now he is operating in the shadows alongside Kabir to eliminate Kali’s remaining operatives.
In the final scene, Kabir decides to reclaim a personal chapter by accepting Kavya into his life. Yet unanswered questions loom: Will Raghu remain in hiding, resurface as a threat, or alter the course of the YRF Spy Universe altogether?
With Alpha, starring Alia Bhatt, teased in the post-credits, the chessboard has been set for the next chapter.
