The Karnataka Apartment Bill 2025 is set to bring significant changes for flat owners, aiming to resolve long-standing ambiguities regarding apartment complex control. In Bengaluru, where apartment living is prevalent, issues such as common area ownership, maintenance fund management, and resident association authority have remained contentious.
The proposed bill intends to clearly define apartment ownership, standardise laws across Karnataka, and mandate the registration of apartment owners’ associations. The government, led by Deputy Chief Minister DK Shivakumar, states the bill seeks to empower residents by shifting control from builders.
However, flat owners express concerns, particularly regarding builder accountability, transparency in maintenance funds, and effective dispute resolution mechanisms. Many believe the legislation is overdue and question its capacity to fully address these issues.
Experts highlight the historical failure to implement previous acts, emphasising the need for a competent authority and proper enforcement to ensure the new bill genuinely protects homeowners rights and sets a national precedent.
