ECI announces SIR in 12 states, UTs: Know which documents are accepted, where to check list

New Delhi: Chief Election Commissioner Gyanesh Kumar on Monday declared the EC’s pan-India Special Intensive Revision (SIR) of voters’ list in 12 states and union territories.

According to Kumar, the voter list of all states where SIR will be conducted, would be frozen tonight. Each voters from that list will be given an Unique Enumeration Forms by the BLOs. The Enumeration Forms will comprise all relevant details from the current voter list.

Following the distribution of forms to existing electors, all names on Enumeration Forms would be matched whether their names were on the 2003 voters’ list. If there name exists in the voters list, no other documents will be needed.

If the names of their parents were on the list, then too they need not submit any additional document." The voter list of the SIR from 2002 to 2004 will be available on http://voters.eci.gov.in by anyone and they can do the matching by themselves," he said. 

Kumar added that no appeals were filed during the Bihar SIR. “Around 7.5 crore people participated in the SIR in Bihar. All stakeholders worked together to refine the voter list, and not a single appeal was made against Phase 1,” he said.

The Chief Election Commissioner (CEC) noted that frequent migration, multiple registrations by voters, failure to remove deceased voters, and the wrongful inclusion of foreigners have led to several changes in the electoral rolls.

The voters can check the SIR from 2002 to 2004 from the link that is mentioned below. The link is http://voters.eci.gov.in.

There are nearly 1,000 electors in each polling station. There is one Booth Level Officer (BLO) for each polling station. Each Assembly Constituency has many polling stations. One Electoral Registration Officer (ERO)is assigned for each Assembly Constituency.

Check if your state is on the list.

Any Identity card/Pension Payment Order issued to regular employee/pensioner of any Central Govt./State Govt./PSU

Any Identity Card/Certificate/Document issued in India by Government/local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987

Birth Certificate issued by the competent authority.

Passport

Matriculation/Educational certificate issued by recognised Boards/universities

Permanent Residence certificate issued by competent State authority

Forest Right Certificate

OBC/SC/ST or any caste certificate issued by the Competent authority

National Register of Citizens (wherever it exists)

Family Register, prepared by State/Local authorities

Any land/house allotment certificate by Government

For Aadhaar, Commission’s directions issued vide letter No. 23/2025-ERS/Vol.II dated 09.09.2025 shall apply, which means it is optional.

The ERO is a Sub Divisional Magistrate (SDM) level Officer, who is responsible for preparing the Draft Electoral Rolls. He also receives and decides on claims and objections, and also publish the final electoral rolls. He also acts an Assistant Electoral Registration Officer(s) (AEROs) for each Tehsil.

The BLOs distribute the EFs to each existing elector. They assist the elector in matching/linking with either their name or their relative’s name in last SIR held in 2002-2004. For matching/linking electors/BLOs can also access all-India database (https://voters.eci.gov.in/) of previous SIR. Also, they collect Form 6 and Declaration form for inclusion of new elector and help in matching/linking. They help the elector fill in the EF, collect it and submit it to the ERO/AERO. They must visit each elector's house for at least three times.

Electors can also fill the EF online, particularly urban voters/temporary migrants. Identify dead, permanently shifted and voters who are registered at more than one place. Except the EF, no other document needs to be collected with EF during the enumeration phase.

Include in the Draft Rolls, the names of all electors whose Enumeration Forms are received. They will issue notices to all those electors whose names could not be matched/linked with last SIR. Hear such cases for eligibility and decide on inclusion or exclusion of their names in Final Rolls.

No eligible citizen is left out; and that no ineligible person is included. The District Magistrates (DMs) will hear the 1st Appeal against the decision of ERO. Chief Electoral Officers will hear the second appeal against the decision of DMs.
