Indian Railways to enforce new rules on baggage size and weight; what it means

New Delhi: A sweeping change is round the corner in the Indian Railways. It's a model that will invite mixed reaction. The Railways is set to follow the airport-style approach in regulating baggage size and weight. The plan is aimed making train passengers restrict the weight of the baggage and its size. The strict baggage regulations will go a long way towards making train journeys more hassle-free and seamless. It will reduce delays and improve overall efficiency of the operations.
What's being proposed
Under the proposed rules, the passengers will have to get their luggage checked on electronic weighing machines at major railway stations, and permissible weight limits will be strictly enforced. If a passenger is found to be carrying luggage exceeding the stipulated limit, he or she will pay to shell out additional charges or fine. A luggage that is excessively bulky or large will also be subjected to additional charges or fine, regardless of how much it weighs, a Times of India report said.
The permissible baggage weight varies across classes in trains — 70 kg in AC First Class, 50 kg in AC Two Tier, and 40 kg in AC Three Tier and Sleeper Class. General Class passengers will be allowed to carry baggage weighing 35 kg, and bulky or oversized luggage that takes too much space even though underweight may face penalties.
Premium single-brand outlets at redeveloped stations will also be rolled out. These outlets — which will offer apparel, footwear, electronics, travel gear, and more — are designed to boost passenger convenience, generate additional revenue for the railways, and lend stations a modern look.
Which stations will be covered initially
The first phase of baggage rules will be launched at key stations in the NCR zone, including Prayagraj Junction, Prayagraj Chheoki, Subedarganj, Kanpur Central, Mirzapur, Tundla, Aligarh Junction, Govindpuri, and Etawah. Passengers at these stations will be allowed onto the platforms only after their baggage has been weighed and checked to verify that they are within the stipulated limits.
What do the present rules say
According to the existing rules, if a person carries more than the prescribed weight, he or she must book it as parcel luggage before undertaking the journey. The extra weight is charged at 1.5 times the normal parcel rate. At present, there is random checking of bags at big stations. Security staff, TTEs, and parcel office officials are authorised to stop travellers carrying visibly oversized baggage and check them.
With defined weight and size limits, baggage-related disputes at stations will come down. The move will also bring more discipline and boost efficiency in railway operations.
