New Delhi: A nationwide Special Intensive Revision (SIR) of voter lists is currently in full swing. This crucial exercise, in the second phase,  encompasses nine states and three union territories, and is active in Uttar Pradesh. The process in UP commenced on November 4th and will continue until December 4th. Dedicated officers have been appointed across the state to manage the SIR in their respective jurisdictions.

The Election Commission of India (ECI) has issued a stern warning against electoral fraud, reminding citizens that attempting to register to vote in more than one location is a serious offence.

Under Section 31 of the Representation of the People Act, individuals found to be filling out registration forms from multiple places could face imprisonment for up to one year or a substantial fine. This directive emphasises the principle of "one person, one vote," urging all voters to choose a single location for their registration.

Uttar Pradesh Chief Electoral Officer (CEO) Navdeep Rinwa highlighted the ECI's advanced digital capabilities, stating, "The Election Commission will easily catch those who fill out registration forms from two places. Such an arrangement has been made through the digital medium that the voter will be easily caught." This technological oversight is designed to proactively identify and address any discrepancies, ensuring the integrity of the electoral process, he said.

Voters whose names might appear on lists in both their village and city residences are advised to submit their registration forms at their current place of residence, or where they intend to be registered as a voter. The voter list was frozen on October 27th, meaning any changes now will be part of this revision process.

For those Uttar Pradesh residents living in other cities like Mumbai or Delhi, the advice is to register in their current city of residence. The primary objective of the SIR is to meticulously remove duplicate entries and ensure that each citizen is registered at only one address, officials said.

Form distribution and compilation: November 4, 2025 - December 4, 2025

Draft publication: December 9, 2025

Objection filing period: December 9, 2025 - January 8, 2026

Verification period: December 9, 2025 - January 31, 2026

Final publication: February 7, 2026

The SIR is also actively underway in Madhya Pradesh, West Bengal, Chhattisgarh, Goa, Gujarat, Kerala, Rajasthan, and Tamil Nadu, along with the Union Territories of Andaman and Nicobar Islands, Lakshadweep, and Puducherry. This extensive exercise aims to update voter rolls across 321 districts and 1,843 assembly constituencies nationwide.

A dedicated verification process is in place for citizens whose names were not on the 2023 voter list. These individuals must submit supporting documents for identity verification. After a thorough hearing and verification, their forms will be approved.

Furthermore, families are urged to inform BLOs via a specific yellow form if a registered family member has passed away or moved out, ensuring their name is promptly removed from the electoral roll and preventing potential misuse.
