New Delhi: Losing a job is the most difficult period for any employee. Suddenly, the income stops and the road ahead is not clear. At such a time, if you get help from the government to learn to work again and prepare for a new job, then you can get a big relief. With this thought, the central government is going to take a new step.
The draft rules framed under the Industrial Relations Code 2020 propose that employees fired will be given money for re-skilling within 45 days. The purpose of this money is that employees can learn new skills and get employment again quickly. The government believes that in today's changing times it is not enough just to pay compensation, but it is also important to prepare people for new roles.
According to the draft rules, if an employee is fired from his job, he will get the re-skilling fund amount within 45 days. This amount will be equal to the employee's last salary for 15 days of wages. The government will transfer this money electronically directly to the employee's bank account. The government says that this will allow employees to use this amount to learn new skills and get training.
The responsibility of the employer i.e. the company has also been clearly fixed in the draft rules. If a company retrenches an employee, that is, fires it from the job, it will have to deposit the re-skilling fund amount electronically with the government within 10 days. After this, the government will send this amount to the employee's account.
According to a government official quoted by TOI's report, this fund institutionalizes re-skilling for the first time. The official said that when a job is lost or becomes useless, it is the responsibility of the system to prepare the employee for the new job. This fund is not just compensation for job loss, but support for further career.
The government has made it clear that this re-skilling fund will be available to all levels and all categories of employees. Officials say that not only workers, but also all types of employees need to learn new skills. Therefore, this scheme will be applicable to everyone, so that more and more people can benefit from it. The draft rules also state that if a company gets a similar job later, then priority will be given to the employees who were fired earlier. For this, the company will have to prepare a list of employees seven days before the retrenchment and make it public.
If within a year the same vacant place arises in the company and the employees who were dismissed earlier express their willingness to work again, they will be given preference over those outside. This priority will be given on the basis of seniority i.e. service period of employees. This offer can prove to be a big relief for employees who have been fired from their jobs. Together, a re-skilling fund and a re-job opportunity will help employees make a fresh start.
