New Delhi: The Bengaluru Police have registered a case against a residential apartment association and its private security contractors for allegedly handling criminal cases internally, instead of reporting it to law enforcement agencies. The bizarre system in place in the apartment complex, has lft the residents of the city shocked. Those booked include the Provident Sunworth Apartment Association and Tyco Security, according to a report in NDTV.
According to the Bengaluru Police, the apartment association and the security agency created and enforced some unauthorised penal rules and also imposed fines and penalties as 'punishment' on the residents, who were involved in criminal activities.
The apartment complex is located in Doddabele in southwest Bengaluru and has residents from across the country. Several students also live here, said the police. According to the police, several residents of the aprtment complex were involved in crimes ranging from petty theft, to sexual assault and also consumption and possession of banned substances (drugs).
The apartment association reportedly did not report these criminal offences to the police. Instead they framed their own bylaws, questioned the accused internally and then decided their 'punishment'. Most of these punishments were monetary fines imposed on the accused, who were then allowed to go free. The police said that the private security agency of the apartment complex assisted the association in carrying out the entire nexus.
The police said that due to the acts of the association, there was denial of justice, suppression of major criminal activities and individuals easily ethevaded the law.
The police said that the Association managed to collect fines, going up to Rs 25,000 from offenders, some of whom were involved in serious criminal cases. Based on the information, the police have now registered a case under Sections 211, 238, 239, 3(5) and 3(6) of the law. Along with that a case has also been registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.
Investigations are on in the case.
The police have warned private associations of all other residential complexes, saying that they do not have any legal authority to investigate criminal offences or impose penalties. They have been informed that all crimes must be reported to the police without fail.
