New Delhi: Afghanistan has appointed diplomat Noor Ahmad Noor to its Embassy in New Delhi, the first diplomatic posting to India since the Taliban took control of the country in August 2021.
Noor, a senior official in Afghanistan's Ministry of Foreign Affairs, has arrived in New Delhi and is expected to take charge as charge d'affaires at the Afghan Embassy. He previously served as First Political Director at the ministry.
The appointment came after an understanding reached during the October 2025 visit of Afghanistan's acting foreign minister Amir Khan Muttaqi to New Delhi, the first such visit by a Taliban-appointed foreign minister since the change of regime.
The move comes amid a gradual expansion of engagement between India and Afghanistan, largely centred on humanitarian assistance, healthcare and people-to-people ties.
On December 20, Afghanistan's Minister of Public Health Mawlawi Noor Jalal Jalali said India was emerging as a key alternative partner for Afghanistan's pharmaceutical and healthcare needs, as Kabul's relations with Pakistan had "deteriorated".
"We have a strong relationship with India, and we are here to open a new chapter of cooperation and collaboration," Jalali said during his visit to India for the Second World Health Organisation Global Summit on Traditional Medicine in New Delhi.
Earlier, on November 24, Afghanistan's Minister of Commerce and Industry Nooruddin Azizi announced that long-standing visa issues between the two countries had been resolved, enabling Afghan nationals to obtain Indian visas for medical treatment and business purposes. He said the Afghan Embassy in New Delhi would play a key role in facilitating these services, alongside India's mission in Kabul.
India has not formally recognised the Taliban government but has maintained functional engagement through humanitarian aid and official-level contacts.
