New Delhi: Goa Tourism Minister Rohan Khaunte has raised serious concerns about the growing trend of unregistered homestays being operated out of second homes purchased by people from Delhi and other states during the COVID-19 pandemic. Speaking in the legislative assembly on Monday, Khaunte said these unauthorized accommodations are undermining the state’s tourism sector and disturbing local residential communities.
The issue was first raised during Zero Hour by Calangute BJP MLA Michael Lobo, who alleged that several flats in residential complexes, initially purchased as second homes, are now being illegally rented out to tourists through online platforms. “These activities are causing inconvenience to residents. Loud music, drinking in common areas, and lack of accountability over who comes and goes have become regular problems,” Lobo said. He urged the government to take decisive action and enforce registration norms.
Khaunte confirmed that the tourism department is actively monitoring listings on online travel agency platforms to ensure compliance. “We are losing regulated tourism business to unregistered guest houses. Many of these second homes are being used for short-term tourist stays without informing authorities or registering with the department,” he said.
He further emphasized that this not only causes revenue loss but also raises concerns related to safety, infrastructure strain, and the quality of life for local residents. The minister called on housing societies to stay vigilant and report such cases using the department’s toll-free number (1364). Coordination with local municipalities and panchayats is also ongoing, he added.
Khaunte assured that the government would pursue sustainable solutions that protect both tourism and the interests of Goan residents.
