Haryana IPS officer suicide: Wife files abetment complaint against states top cop

The wife of Haryana IPS officer, Y Puran Kumar who died by suicide has alleged that he was being harassed by his seniors. She has filed a complaint with the police in her husband's death case and named DGP Shatrujeet Singh Kapur and SP Narendra Bijarnia in her complaint. She demanded that both the officers be immediately arrested as they may hamper the ongoing probe.

New Delhi: The wife of IPS officer, Y Puran Kumar, who died by suicide has filed a complaint against the Haryana Director General of Police and another senior police officer of the state. In her complaint, Amneet P Kumar, alleged that both the officers "subjected her husband to caste-based slurs". Amneet is herself an Indian Administrative Service Officer (IAS).

Amneet has named DGP Shatrujeet Singh Kapur and Narendra Bijarnia, Superintendent of Police of Rohtak,in her complaint. She accused both the officers of abetment to suicide.She demanded that both officers should also be charged under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

Amneet, who is commissioner and secretary of the Haryana government's Department of Foreign Cooperation, was in Japan with a delegation led by CM Nayab Singh Saini, when her husband killed himself. Y Puran Kumar allegedly shot himself at his residence in Chandigarh with his service revolver.

The body of the officer was found by his daughter in the basement of the house.

The deceased officer left behind an 8-page suicide note, detailing the harrasment he had been facing over the years. The 2001-batch IPS officer named at least 10 senior officers, both those currently serving and retired in his suicide note. He accused them of mentally harassing him.

Meanwhile, following his death, his wife Amnet demanded that the 2 senior officers named in his suicide note, Shatrujeet Singh Kapur and Narendra Bijarnia should be arrested immediately. She said that the arrests were needed because the officers were powerful and would try to influence the probe and derail justice.

In her complaint she said, "I am not only pleading for my family, but for the value of every honest officer's life and dignity. This is not a case of ordinary suicide but a direct result of systematic persecution of my husband - an officer from SC community by powerful and high-ranking officers who have used their positions to mentally torture him, ultimately driving him to such an extent that he was left with no other option but to take his life."

She described the 8-page suicide note as a "document of broken spirit". He said that the suicide note of her gusband lays bare the names of several senior officers whose relentless actions pushed him to the edge.

She said that her family, her children need answers. She added that her husband's decades of public service deserved dignity and not silence.

The Haryana CM Nayab Singh Saini met the family of the IPS officer on Thursday. His family demanded protection and justice from the government. 

The Rohtak Police had registered a First Information Report (FIR) on a complaint by liquor contractor, alleging that Kumar's aide, Sushil Kumar had sought a bribe of Rs 2.5 lakh from him. While Sushil Kumar was arrested, the complaint also named the IPS officer. Following the registration of the FIR, Y Puran Kumar was transferred to the Police Training College in Sunaria in Rohtak. Previously he was posted as Inspector General (Rohtak Range).

Y Puran Kumar, a 2001-batch IPS was born on May 19, 1973, and was due to retire on May 31, 2033.
