Parliament winter session: List of key bills likely to be on agenda

The Winter Session of Parliament, beginning December 1, is set to unfold amid sharp political confrontation over the Special Intensive Revision (SIR) of electoral rolls. With the Opposition demanding an immediate debate on alleged voter deletions and the government refusing to yield, the 15-sitting session is expected to be stormy.

Over the 19-day period, Parliament will meet for 15 sittings.

New Delhi: The Winter Session of Parliament begins on Monday, December 1, amid mounting tensions over the contentious Special Intensive Revision (SIR) of electoral rolls now underway in 12 states after Bihar. The opposition is led by the Congress, Trinamool Congress (TMC), Samajwadi Party (SP) and DMK. They has warned it will stall proceedings in both Houses unless the government agrees to an immediate discussion on alleged voter-roll irregularities.

The session will run from December 1 to 19, with 15 sittings planned. Private Members’ Bills are scheduled for December 5 and 19, and Private Members’ resolutions on December 12. Pre-session all-party meetings have already signalled that the next three weeks are likely to be marked by confrontation rather than consensus.

The Opposition is preparing an aggressive floor strategy over the SIR exercise, alleging mass deletions, political bias, and manipulation ahead of assembly elections in several states.

Congress leader Rahul Gandhi has accused the process of being "opaque” and "designed to benefit the ruling BJP”.

The government maintains that the SIR is a routine, constitutionally mandated procedure overseen solely by the Election Commission of India (ECI). According to opposition leaders, even at the Business Advisory Committee (BAC) meeting, their request for a 2 pm discussion on SIR was rejected.

National security

Opposition parties are also demanding a full-day debate on national security following the recent blast by an alleged terror module near Red Fort. The Congress has sought a detailed review of intelligence lapses and internal security preparedness.

Government sources indicate they are willing to discuss security issues as per parliamentary rules but will resist attempts to frame the debate as criticism of day-to-day administration.

Toxic air to heat up House proceedings

The hazardous air quality engulfing Delhi and neighbouring states is expected to feature prominently. MPs from northern India plan to push for a time-bound, nationally coordinated strategy to tackle pollution, along with discussions on stubble burning, industrial emissions and vehicular pollution.

Ideological showdown over 150 years of ‘Vande Mataram’

The government has listed a special discussion on the 150th anniversary of the national song Vande Mataram, aiming to place the full original text before Parliament.

Ruling party MPs claim the 1937 decision to remove some lines "sowed the seeds of Partition”, while the Opposition has dismissed the move as an attempt to divert attention from urgent issues.
