The incident came to light on Sunday, January 11, when police and veterinary staff exhumed the carcasses of buried stray dogs and conducted postmortem.

Complaint by Karimnagar-based NGO:

The cases were registered based on a complaint from Stray Animal Foundation of India, an NGO in Karimnagar district, Parkal ACP Satish Babu said. The complaint stated that hundreds of stray dogs were killed in Shayampet and Arepally villages after two individuals administered lethal injections on January 6, 8.

The complainant sought action against those who killed the dogs and asked authorities to implement birth control, sterilisation and vaccination to manage stray dogs.

Public demand to get rid of stray dogs during Sarpanch elections:

The village public reportedly objected to the complaint and stated that the action was taken as a part of the public demand during Sarpanch elections in December. The stray dog population had reportedly become unbearable in the villages.

Cases have been registered against two sarpanches, their husbands, one deputy sarpanch, two village secretaries and two daily wage labourers under Prevention of Cruelty to Animals Act, 1960.
