New Delhi: The staff of the National Council JCM held an important meeting in New Delhi on 15th November, in which the appointment of the 8th Central Pay Commission and its term of reference were discussed in detail. In the meeting, all the members shared their suggestions and agreed on a future action plan. The staff side decided that a formal letter would be sent to the central government on several important demands. Among these issues like reinstatement of the old pension scheme, pension revision and fitment factor will be the main ones. Apart from this, the process of preparing the detailed memorandum to be sent for the 8th pay commission has also started.
It was decided in the meeting that the staff side would send letters to the Prime Minister, Finance Minister, Cabinet Secretary and concerned departments. This letter will ask for a change in the term of reference. Especially emphasis will be placed on the reinstatement of the Old Pension Scheme and the inclusion of pension benefits. Also, there will be a demand to remove the words related to non-contributory pension schemes from the Term of Reference.
All organizations have been asked to send detailed inputs for minimum salary fixation. This will include points like cost of food, family unit, cost of living and everyday technology needs. Along with this, suggestions have been asked on how much fitment factor should be in the 8th Pay Commission. The staff side will prepare a detailed memorandum based on these points.
It was also decided in the meeting that proposals on pay structure, maximum salary and annual increments will be prepared. Issues like promotion, MACP and pay fixation will also be covered. Suggestions have been sought on the date of implementation of the 8th CPC recommendations and the special salary structure. Its objective is to create a balanced salary structure for all categories of employees.
It was decided in the meeting to send comprehensive suggestions on all types of allowances. This will include proposals related to transport allowance, travelling allowance, daily allowance, overtime, night duty, risk allowance. Besides this, important suggestions have been asked for house rent allowance, housing loan and medical facilities. It has also been decided to pay special attention to the needs of women employees, nursing staff and security category employees.
The staff side clarified that reinstatement of the Old Pension Scheme is their primary demand. Along with this, proposals for pension revision of all pre-2026 pensioners will also be prepared. These will include gratuity, commutation, family pension hike and other pension benefits. All aspects related to pension will be sought to be included in the Term of Reference.
