New Delhi: Central employees and pensioners are eagerly waiting for the implementation of the Eighth Pay Commission. Now the government has set up the 8th Pay Commission and its official notification has also been issued. The job of this commission is to thoroughly review the existing salary, allowances and facilities of central government employees. The Commission must submit its recommendations to the government within 18 months. This will have a direct impact on the pockets of millions of families.
This time the government wants the salary to increase not only on inflation or seniority, but also on the basis of performance i.e. work. This means that employees who perform well can get more benefits. However, experts say that implementing performance-based salary in the government system will not be easy, because every employee's responsibility and nature of work are different.
Experts believe that the government can introduce an incentive scheme, in which additional bonuses or benefits are given based on annual performance. But the basic salary structure will remain the same for all.
Among the recommendations of the Pay Commission, the most important is the fitment factor, through which the basic salary is decided. At present, the minimum basic salary is Rs 18,000 and a DA (Dearness Allowance) of 58% is added to it. That means the current total salary is around Rs 28,440.
If the new commission maintains fitment factor 2.0, your basic can reach up to Rs 36,000. This means that those who now have Rs 18,000, their salary will almost double. Experts believe that the factor can range from 1.83 to 2.46. If it goes up to 2.46, then it is possible to increase the salary by about 55%. Apart from this, HRA, travel allowance and medical allowances will also increase according to the new basic. That means not only basic, but there will be a big jump in total income as well.
The 8th Pay Commission is not limited to central governmnt employees only. Its scope will include industrial and non-industrial employees of the Central Government, members of the Defence Forces, officers of All India Services (IAS, IPS), employees of Union Territories, Audit Department and Judicial Service personnel.
At the same time, there is hope of relief for pensioners. The commission will review both the NPS (National Pension System) and the old pension system. Gratuity and death benefit rules can be improved especially for those with NPS. At present, employees are hoping that once the recommendations of the 8th Pay Commission are implemented, their salary will increase drastically.
