New Delhi: Russia has introduced a new skilled visa programme aimed at attracting global talent across key sectors. This initiative offers foreign nationals a pathway to temporary or permanent residency which is set to roll out from April 15, 2026. The programme is expected to significantly expand work and career opportunities for professionals seeking long-term prospects in the country. The move also aligns with Russia’s efforts to strengthen labour mobility under two recently signed India-Russia pacts.
The decree signed by President Vladimir Putin ahead of his state visit to India marks one of the most talent-attraction policies undertaken by Russia in recent years. By extending a residency route to skilled individuals and their families the programme aims to fill workforce gaps.
Under the new programme, foreign nationals working in scientific, economic, industrial, educational, cultural, business and sports sectors can apply for a three-year temporary residency without facing immigration quotas or mandatory Russian language tests. The application process is divided into two stages:
The agency’s approval will remain valid for one year, during which the applicant must enter Russia on a one-year business visa to file for temporary or permanent residency. It is important to note that the approved applicants and the family members will be allowed to work in Russia without a separate work permit while their residency request is under review. Immigration authorities are required to process residency applications within 30 days of acceptance significantly faster than typical processing timelines seen in many countries.
Russia’s new skilled visa pathway comes at a time when the country is facing a substantial labour deficit, particularly in its manufacturing sector. Deputy Prime Minister Denis Manturov told state-run news agency TASS that Russia requires at least 800,000 additional workers to support its industrial growth and modernisation plans. By easing entry and employment norms for foreign talent, the government hopes to address workforce shortages while encouraging innovation and skill development across sectors.
