New Delhi: To boost employment opportunities, the Union Public Service Commission (UPSC) has expanded its Public Disclosure Scheme (PDS), which is now renamed as ‘Pratibha Setu’. This portal helps candidates who have cleared the UPSC civil service written exam but didn’t make it to the final list and get a job in the private and public sectors.
Every year, UPSC conducts about 10 regular exams, recommending nearly 6,400 candidates for various services. However, nearly 26,000 candidates who qualify for the written exams are not shortlisted after the interview. Despite not making it to the final cut, these individuals are highly qualified.
The commission has created an online portal under the Pratibha Setu initiative, allowing private companies and Public Sector Undertakings to access a database of non-recommended candidates. Through this portal, companies can log in using a Ministry of Corporate Affairs-verified API and search candidates based on subjects, disciplines and other criteria.
The portal displays the biodata, educational qualifications, contact details and percentile scores of candidates. Those who have provided their consent are only listed.

The commission is also keeping track of the hiring process. UPSC regularly calls the registered companies to check the interview and appointment status. Once a candidate is shortlisted, companies can upload the appointment letter on the portal. This helps UPSC to monitor the success rate of this initiative. However, the commission has clearly stated that candidate information is strictly for employment evaluation and should not be misused or shared anywhere else.
