New Delhi: Vietnam’s Vingroup is gearing up for a major entry into India’s auto and mobility space. The company has signed an MoU with the Telangana government and is planning an investment of USD 3 billion (about ₹27,000 crore) to build what it calls a multi sector ecosystem in the state. I have been following VinFast’s India moves for a while and this feels like a big level up for the Vietnamese group.
The plan does not stop at EVs. The whole idea includes smart housing, tourism, hospitals, schools and even a 500 MW solar project. But for EV lovers, the biggest highlight is the introduction of India’s first large scale electric taxi fleet.
One of the most interesting parts of the MoU is Vingroup’s Mobility as a Service platform using VinFast EVs. Telangana will be the first state where VinFast electric taxis become a common sight. They are even open to exploring EV manufacturing if things go well. That is the bit that can shake up the electric car race in India.
The deal was announced at the Telangana Rising Global Summit in Hyderabad. The state government says the confidence from a big group like Vingroup will help its long term growth plans.

• Electric taxi network with VinFast cars
• Charging network under V Green
• Vinhomes Smart City planned for nearly 200,000 residents
• Theme park, zoo and safari under VinWonders
• 500 MW solar farm powering mobility and homes
• Hospitals and K 12 schools under Vinmec and Vinschool
The Smart City alone covers 1,080 hectares and could create around 10,000 jobs. That is like building an entire new town designed around EVs from day one.
The state government is offering support on land, approvals and infrastructure. The push is also clearly in line with its clean energy and EV goals. Officials are saying the deal is more than money and that it will help build a futuristic net zero city.
Telangana is home to about 38.5 million people and has built a reputation as a tech hub. This partnership aims to use that strength and add manufacturing and mobility muscle.
